STEVE SHIPMAN retired in October, 2014 from the State Corporation Commission, Bureau of Insurance with over 30 years of service. During the last 15 years, Steve led the Real Estate Settlement Agent Investigations Section (RESA). He managed all unit activities to include, case assessment / assignment, investigations, complaint resolution, settlement negotiation and legislative drafting and implementation. Steve played an integral role in the centralization of RESA functions and going green with paperless registration, renewal and audit submission. Steve was managing member of Shipman Consulting, LLC, a compliance consulting firm, and Director of Title Industry Services Group with Pershing Yoakley & Associates, P.C. (PYA) assisting agents with ALTA Best Practices Assessment.

In memory of Steve Shipman . . .

I met Steve Shipman in the '90s while introducing him as a speaker in a Virginia Land Title Association CE seminar in Richmond. I instantly appreciated his humor and we had a great "industry" relationship through the years. Often, I would need his advice and would begin my conversation with ". . . A friend wants to know . . . ", not wanting to throw myself, or others, under the BOI bus! On one call he mentioned he'd like to teach pre-licensing with me, once retired. Years later I got the call when Steve retired in 2014. I closed The Butler Company and we opened Shipman & Butler Consulting, LLC. (Butler & Shipman would've resulted in a bad logo!)

Steve was the best partner! He loved teaching State and Federal regs in our classes (not my fav) and had true, scary stories from his 30 years at the Bureau of Insurance. I'm sure many students returned to the office with suggestions on how to correct procedures and quit breaking the law!

Once his wonderful wife, Theresa, retired they moved to FL and Steve enjoyed more golf time! While not available to teach with me in VA, he continued to update our workbook with new laws and regs.

I'm so proud to have been his business partner and friend.

CAROL BUTLER has over 40 years in the industry. For over 20 years, she has been conducting pre-licensing classes for the title agent exam along with continuing education for attorneys, title agents and realtors. Carol began her career in 1971 as a paralegal in Virginia law firms (Newport News, Hampton and Charlottesville), began searching titles in 1974, and has been an owner of five title & settlement companies.

Steven Ron Shipman

Milton, FL - Steven Ron Shipman was born in Pensacola on December 19, 1963 and was called home on November 19, 2021, age 57. Steve was at home surrounded by his loving wife, family members and friends. Steve loved life and was taken from us too soon but is now resting in peace with the Lord. Steve was a loving son, husband, father and a patriot and U.S. Army veteran. Steve attended Escambia High School and graduated from Lenoir City High School in Tennessee. After completing his military service, he graduated from Virginia Commonwealth University with a degree in Criminal Justice and worked and managed an insurance investigative unit for over 30 years with the Virginia State Corporation Commission, Bureau of Insurance. He retired, moved to Milton and was an avid golfer and active member of the Tanglewood golf community and attended the First Church Milton. Steve was a man of honor, faith, loyalty and devoted to family and friends.

He was preceded in death by his Grandparents James and Ruby Martin of South Clinton, Tennessee, mother-in-law Joanne Strickland, and father Walter Britt.

Steve is survived by his wife Theresa Shipman, mother Sue Scipioni, step-father Louis Scipioni Jr., father-in-law Ted Trimmer (Gina), son Ryan Shipman, step-sons Landon Milhorn (Ashleigh), Ryan Milhorn (April), Kody Milhorn (Chelsea), brother John Shipman (Delcie), sister Tina Ervin, step-brother Michael Scipioni, sisters-in-law Lisa Hobson, Jennifer Redmond and Sara Trimmer, brothers-in-law Jeremy Trimmer, Joey Redmond, and Rusty Hobson, nieces Makenzie Ervin, Rachel Franks, Kaya Redmond, Kelly Daniel, Annabell and Adeline Trimmer, nephews Sam Ervin (Samantha), Jimi Redmond, Michael Hobson, and seven grandchildren, Jack and Journee Milhorn, Autumn and Kaddison Milhorn, Aiden Forrest Walker and Ryleigh and Korbin Milhorn.

Special thanks goes out to the men and women of the Tanglewood golf community for their kindness, prayers, support and assistance during Steve's battle with a debilitating disease.
